On September 2, 1971, a Rockland Town Board hearing was held concerning the proposed Urban Development Corporation housing project to be located off of School Street. The purpose of the hearing was to again set in motion the action of altering the town’s zoning law to accommodate, in part, the proposed UDC project. This would be the third alteration of the town zoning code within the past two years to accommodate developers. In 1960, the town appointed a zoning commission to begin the process of the adoption of a zoning law for the Town of Rockland, which was completed two years later. The appointed members of the newly created town planning board favored development foremost. Besides being members of the local chamber of commerce, at least a couple members had ties to local realtors as well appointed to the county’s Industrial Development Corporation. Thus, when developers came before the town with their proposals, the board seemingly appeared to be all too happy making the necessary recommendations to the town to satisfy the project.
